    ORGANIZATION AT THIS TIME...AND ANY DEVELOPMENT OF THIS SYSTEM
    IS EXPECTED TO BE SLOW TO OCCUR AS IT MOVES GENERALLY WESTWARD AT
    10 TO 15 MPH. LOCALLY HEAVY RAINS AND STRONG GUSTY WINDS COULD
